ANNUAL PARISH MEETING

MINUTES OF THE MEETING

Held in The Coronation Hall

Tuesday 26 th April 2005

Present:

Cllr A Prosser (Chairman) –Cllr P Jarvis (Vice-Chairman) - Cllr J Pendall

Apologies for absence: None received

Parishioners present:

   Fifty two parishioners were in attendance.

The meeting was opened at 7.30 pm with Cllr Prosser welcoming everyone and introducing the members, Community Beat Manager and the clerk.

42.2005 The Democratic process

The clerk detailed the process involved in the filling of a vacancy and how Co-option worked on occasions where no bye-election was called.

43.2005 Community Beat Manager

PC Kevin Reed introduced himself to Parishioners and detailed his background in the Police force. He has replaced PC Graham Calendar as Beat Manager for Mary Tavy.

44.2005 The Parish Precept

The clerk explained the budgeting process used to arrive at the Precept requirement for the next financial year. He explained about grant funding for local community users and how they should place requests for grant funding to the members.

45.2005 Mary Tavy Gazette

   Cllr Jarvis detailed the funding that had been made available in the first year for this publication and that the last two issues have been financed by way of the precept. He also explained about the availability of grant funding for local organisations and how they could benefit from it. Mr Thompson wished to acknowledge the work both Cllr and Mrs Jarvis put into getting this publication together and felt that in future consideration should be given attaining advertisers to offset some, if not all, of the production costs.

   Mr Ryland asked for a breakdown of costs which Cllr Jarvis stated were £1.89 per issue (inclusive of postage). Cllr Jarvis stated that future issues are likely to be lower through reduced costs for printing.


46.2005 The Parish Cemetery

   Cllr Jarvis explained the difference between the Church Burial Grounds and those of the Parish Council; he also detailed the safety checks having to be taken on tombstones and the costs for this task.

47.2005 Representation on the Governing Body of the Primary school

   Cllr Scannell (WDBC) explained how the Board of Governors operates and that Parish Councils are no longer required to have a member on this Board. Cllr Scannell finished by thanking the Parish Council for its support over the years and the continued support they offer to the school.

48.2005 Chairman’s report

   Cllr Prosser detailed the work carried out by the Parish Council on behalf of Parishioners over the last twelve months. The highlight being the completion of the Community Access Plan which has met with approval from everyone she has spoken to. Cllr Prosser wished to record a vote of thanks to Paul Marshall of Highways for all his assistance in bringing it to fruition. Cllr Prosser then invited questions from the floor.

49.2005 Questions received from the floor

   49.1 Cllr Scannell proposed a vote of thanks for the members in recognition of all the hard work they have put in on behalf of the Parishioners. She stated that the members have had to put up “with a lot of stick” over the last few weeks, which, in her opinion, was unjustified. Those present supported the proposal.

   49.2 Cllr Hill detailed his concerns regarding the SW Regional Assembly and how they would deal with the Local Plan in the future.

   49.3 Mr Ryland spoke about the recent Bye-election and that he had written to the Parish Council straight after the election and, to date, had not received a reply. The clerk apologised if this was the case but had clear recollection that a letter had been sent, immediately after the March meeting, detailing a response to his concerns. Mr Ryland stated that he had not received it and the clerk stated that he would ensure a copy was sent to him as soon as possible.

   49.4 Mr Jarman queried if the Bounds would be beaten this year? Cllr Higman stated that 2005 is the year to Beat the Bounds and agreed that he would organise it.

There being no further business the meeting was formally closed by the

Chair at 9.00 pm.
