MINUTES OF THE PARISH COUNCIL MEETING

Held in the Reading Rooms

Tuesday 8th September 2009

 

Present:

Cllr T Pearce (Chairman) (WDBC), Cllr M Anning, Cllr C Downham, Cllr R Elton, Cllr G Hill, Cllr A Prosser, Cllr M Robins, Cllr S Street, (8)

            No members of the public.

130- 2009 Declarations of Interest:

Cllr Robins declared a prejudicial interest in the Holding Pen, Cllr Hill and Cllr Anning declared a personal interest as commoners.

131-2009 Minutes of the previous meeting:

Cllr Robins stated that some of the facts in 118-2009 were incorrect and wanted to make it understood that he had a private meeting with Mr White’s brother in law as a householder and not in the capacity of a councillor, so therefore was not representing the Parish Council at the meeting.

132-2009 Matters arising:

132.1 Website review – Cllr Prosser has been unable to meet with the person who made the offer to look at the website, and requested this matter be put on the agenda for next month.

132.2 Holding Pen – It was agreed that this matter is put on the agenda for next month, as no up to date information had been received.

133-2009 Police – Community Beat Manager:

Report has not been received from PC Reed. Cllr Robins mentioned that he has not received a copy of ‘ Crime Report’ for a while and queried why this was no longer being sent through. Cllr Elton agreed to raise this at the Police Liaison Meeting on 23rd September 2009.

134-2009 Correspondence:

            Cllr Pearce ran through the following correspondence:

134.1 Grendon Farm – Following the incidents with motorcycles been ridden across farmland earlier in the year, correspondence has been received from Devon County Council that an unclassified county road runs across the farmland, and that the 1984 County’s map issued to the Parish Council is illegal as motor vehicles are allowed to use this type of road. Cllr Pearce to attend the Devon County Highways meeting in October where his item will be discussed.

134.2 Best kept Village - Unfortunately we did not do so well this year (89 Points). The winner was East Budleigh.

134.3 Tavistock community Football Club - Correspondence received asking Parish Council to buy a brick or plant a tree as a way of donation. It was unanimously agreed that we should spend funds on our own community projects. Forms were offered for personal donations.

134.4 DAPC Newsletter and AGM – confirmation of 2.38% increase in subscription. AGM to be held 26th September.

134.5 Devon & Cornwall Police Authority Meeting – Cllr Elton, Cllr Prosser and Cllr Downham to attend.

134.6 – Correspondence received from Mr P Garland. This had only been received today so Cllr Pearce suggested this matter to be carried forward to the next meeting, all agreed.

134.7 – Correspondence received from Mr B Wardell regarding the Birch tree on the village green which appears to be dying and has asked permission to remove the tree and replace it with either an Oak or Christmas tree. It was agreed to wait for Brian Beasley to clarify the situation of the Birch tree and the trimming of the Ash trees on the hedge.

135-2009 Financial report:

135.1 Receive report from Responsible Financial Officer – The financial report detailing the following balances was circulated:

                        Current account - £3324.73

                        Cemetery account - £5544.36

                        Mary Tavy Community News - £573.60

135.2 To authorise payments for September – The following payments were authorised: Ottery Press £90, C Williams August salary, C Williams Burial Clerk, B Wardell grass cutting £97.50.

135.3 Funds for Parish Church Yard – Cllr Pearce confirmed that WDBC and DNPA have agreed to funds being obtained to improve the Parish Church Yard. Cllr Pearce summarised the list of improvements which include reinstating headstones. The work should start spring 2010.

136-2009 Cemetery Report: Not yet received from Clerk.

137-2009 Receive reports from members elected to outside bodies:

137.1 Southern Link – Cllr Robins reported that Mary Tavy’s Community Plan has been set as the benchmark for others to follow.

137.2 Coronation Hall – Cllr Downham confirmed that a grant for £6990.70 has been received from the lottery, thanks to Cllr Prosser who made the application, which will go towards heating and lighting. Cllr Downham also reported that the Duck Race made £347.

138-2009 To discuss planning applications received - Site visits have been held for the       

            following:

Little Place, Brentor Road – proposed annexe.

Wringworthy Farm – replacement front door and windows

Higher Creason Farm, Horndon – conversion of barn to holiday cottage

Land to rear of Post Office – erection of new dwelling

139-2009 To receive notification on previous applications:

            St. Gilgen, Brentor Road  – erection of garage has been approved.

 

140-2009 Hedgerows:

140.1-Correspondence has been received from a Parishioner about the state of the hedges up the main road (A386) from the Royal Standard overhanging the footpath. Cllr Pearce proposed that Highways is contacted asking them to take action against the landowners who are not keeping their hedgerows cut back, this was seconded by Cllr Robins and a unanimous vote in favour followed.

140.2 – Cllr Prosser raised a complaint she had received from a parishioner regarding parking in Station Road, in that some residents had received notices, whereas non-residents parking there have not and the parishioner felt this was unfair. Cllr Pearce proposed to write a letter to PC Chapel outlining this complaint and asking for double yellow lines, this was seconded by Cllr Prosser and a unanimous vote in favour followed.

140.3- Horndon Village Green. Cllr Prosser questioned the responsibility for the cutting of Horndon Village Green, as a lack of grass cutting this year has led to complaints from residents. Cllr Hill stated that Highways always cut it when the road verges were being cut. Cllr Pearce felt we should contact Highways about the lack of verge cutting in general this year, members agreed a letter should be written to the Highways department.

141-2009 To agree items raised at the August meeting for inclusion on this agenda:

141.1 Speeding – Some councillors believed the situation had improved, whilst others disputed this. It was agreed that Cllr Roe would report on this at the next meeting.

141.2 August Meetings and Standing Orders – Resolution as to whether to put the August meeting into the Standing Orders. Cllr Prosser proposed in favour, this was seconded by Cllr Anning, 6 voted in favour, 2 against.

141.3 Recording of meetings – Some parishioners have questioned how the minutes are taken and Cllr Prosser suggested at the last meeting that maybe meetings should be recorded by Dictaphone. A discussion was held regarding the use of a Dictaphone, it was agreed to leave a decision to next months meeting when the views of C Williams (Clerk) can be taken into consideration before voting.

141.4 Trees near electricity wires – this matter is in hand, Pro Arb are currently surveying the Parish.

143-2009 To agree the date of the next meeting:

The date of Tuesday 13th October 2009 was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

 

There being no further business the meeting was formally closed by the Chairman at 9.00pm
