MINUTES OF THE PARISH COUNCIL MEETING

90-2009 Parishioners time:
The member of the public spoke with regard to the Conservation Area.
The Chairman opened the meeting
at 7.30pm and a minutes silence was held in memory of former Parish Councillor Mr Owen Phillips.
91-2009 Declarations of Interest:
Cllr Hill declared a personal interest as Trustee and Chairman of MTVMRG.
92-2009 Minutes of the previous meeting:
All agreed the minutes of the
meeting held on Tuesday 12th May 2009 (save for an amendment to 82.4-2009 to delete
Cllr Robins referred to the public
meeting at which he said he could not understand why the Trust should object to
scrutiny when this was his discharging his duty as a member of the Parish
Council. and insert Cllr Robins
referred to the public meeting at which he had stated he supported financial assistance to the Playing Fields but in return the Trustees should not object to financial scrutiny by the Council. This was still his view. Due diligence required such scrutiny if a Parish Councillor were to properly discharge their duty.) were a true and accurate record and were duly signed by the Chairman.
93-2009 Matters Arising
93.1
Summer Fete Cllr Street
is collating photographs for the event on Saturday. Members to assist with running
the stall.
93.2 MTVMRG Grant All members have received a letter from Mr Garland regarding the minutes of the May meeting. As three members were unable to attend this meeting it was agreed that this should be discussed with full council so this will be placed on the agenda for July. A letter of acknowledgment is to be sent.
94-2009 Police: - To receive report. The clerk read a
report from PC Reed giving the results of the PACT survey recently distributed
through the school. An incident also
occurred on Friday 5th June where 3 of Downs coaches were broken
into and first aid kits and fire extinguishers stolen.
95-2009 Correspondence-
1.Coronation
Hall e-mail re holes on driveway and rubbish to be collected following litter
pick up day. Cllr Pearce has arranged for the rubbish to now be removed.
Highways have advised us that the potholes do not fall within the line of the road
and are therefore the responsibility of the hall. Clerk to inform the
Coronation Hall committee.

Standards Training for Councillors & Clerks. Tues 23rd June 7 pm
Kilworthy, approx 2.5 hrs. Alternative 15th June at Hatherleigh or
17th June Bridestowe.

the clerk to forward to WDBC.

96-2009 Financial report
96.1 Receive report from Responsible Financial Officer - The
financial report detailing the following balances was circulated:

96.2 To authorise payments for June - .The following payments were authorised C Williams May Salary, C Williams Stamps/stationery £6.45, T Pearce Mileage/postage£30.28, B Wardell grass cutting £96.49, Coronation Hall Hire- £30.00 (APM) & £15 (CAD) C Williams Burial clerk salary, Ottery Press £90.00.
97.2009 Cemetery: To receive report from Burial Clerk. The clerk reported a new headstone on J9 and an additional inscription to the headstone on J4.
98.2009 Receive reports from
members elected to outside bodies:
98.1 DNPA Forum Cllr Hill reported on the Dartmoor Hoppa and the
Canoe bus both successful incentives by the DNPA to encourage people onto the
moor. A grant is also available to assist farmers to improve access for
tourists. The Dartmoor Trust have a new archive centre based at Cornwood,
information and many old photographs are also available at www.dartmoortrust.org.
The
Trust will also come and talk to the community.
Planning applications to the park have reduced in
the current economic climate with a third less applications being received. The
Forum are pleased to receive any questions from parishes which may be submitted
via the clerk prior to the next meeting.
98.2 Police Authority None.
98.3 Southern Link Meeting to be held 17th June 2009.
98.4 Coronation Hall Cllr Downham reported that the Youth Club is hoping to restart shortly with a play worker now to be provided from the Devon Youth Service however they still need a rota of volunteers to work with them. It was agreed to request support for this through the Community News when definite dates were known.
Plans are all in place for the Summer Fete day to be held on Saturday 13th June 2009.

Lambing shed at Part Dowerland granted with conditions.
The Croft Conservatory granted.
Commoners Holding Pen the application has gone to the Secretary of State
100.2009 Allotments A verbal enquiry has been received regarding allotments in the village. At present there is no site available for allotments. Cllr Elton spoke about informal arrangements in some areas whereby people allowed others to use their gardens in return for a share of the produce. This assists those who may find maintaining their garden too much and gives opportunity to someone with the ability to garden but no land of their own.

101.1 Turning at the Mary Tavy Inn
Concern has been raised by a parishioner about the line of sight when joining the A386 at the Mary Tavy Inn where there had been a near miss. It was suggested that the A frame or flower pots may prevent a clear view. To be looked at to see if this is felt to be a hazard.

103.2009 To agree the date of the next
meeting:
The date of Tuesday 14th July 2009 was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.
There being no further business the meeting was formally closed by the Chairman at 8.45pm.
