MINUTES OF THE MEETING

Held in the Reading Rooms

Tuesday 10th February 2009

17-2009 Parishioners time:  

The Chairman read out a letter handed to him by the member of the public who was present. The parishioner then spoke with regard to the conservation area in the village. 

Cllr Hill stated that the parish council had known nothing about the Conservation Area.  He felt it was the fault of Cllr Pearce and that Cllr Pearce had instigated this coming into being.

As this item was not on the agenda, it will be dealt with at the March meeting.

The Chairman opened the meeting at 7.55pm.

18-2009 Declarations of Interest: Cllr Street declared a personal interest in Beechwood Barn,

            Burntown as a friend.

19-2009 Minutes of the previous meeting:

All agreed the minutes of the meeting held on Tuesday 13th  January 2009 were a true and accurate record and were duly signed by the Chairman.

20.1-2009 Matters arising:

20.1 Emergency Plan – The emergency plan had been printed and distributed to all councillors in advance of the heavy snow that occurred recently.  The clerk will now distribute copies to centres within the village and outside agencies. Any future amendments should be forwarded to Cllr Roe who will update the plan at the year end.  Any news ideas are always welcome.  A vote of thanks was given to the Hill’s and other farmers for clearing the roads during the recent snowfall and to all those in the parish who demonstrated tremendous community spirit in helping and looking out for each other.  The Chairman thanked Cllr Roe for all his work in creating the emergency plan.

20.2 Community Plan Action Points –

Action point 1.2 - The street lighting engineer has advised that he is currently awaiting a change in the street lighting policy, from Devon County Council’s executive committee, which should be implemented in April. He will then contact us with regard to the options available for the parish.

Action point 7.1 – Speed camera signs have now been placed along the A386 through the village. As a result of which, both the police camera unit and the safety camera partnership will be able to monitor speeding at various locations through the village more frequently.

21-2009 Police: - To receive report. The Clerk read out a report from PC Reed of the last month;

2 overturned vehicles, flares seen on the moors, 1 report of fox hunting, 2 ponies on the main road, 3 welfare concerns including a sudden death. No crimes were recorded in the parish.

22-2009 Correspondence

  1. DAPC – Casual vacancies on DAPC County Committee- nomination to be received by 2nd March 2009.
  2. CPRE & MVF’s Best Kept Village Competition & Village Map Award – to be returned by 20th March 2009.
  3. Plymouth City Council – Devon Structural Review – invitation to meet council to discuss views. Reply to be sent to decline this offer.
  4. Boundary Committee review – deadline now extended to July 15th 2009.
  5. Commons Act 2006 – event to be held to provide further information about the Act & types of application that can be made. (Request submitted to attend.)
  6. Digital UK – arrangements made for them to be invited to Community Action Day to answer parishioner’s questions.
  7. Parsons Brinckerhoff – correspondence re Bus Stop Improvements. A shelter was proposed for Station Road Northbound however this will not now proceed as this is not a high usage stop unlike the southbound side opposite. Unfortunately due to size restrictions at the southbound stop it is not possible to erect a shelter there. Cllr Hill who is the Chairman of the Trustees of the MTVM Recreation Ground suggested that an approach be made to the trustees to request a piece of ground to allow the building of a shelter, as passengers at this stop are currently very exposed. (Community Action Plan point 28.1)
  8. DAPC – Power of Wellbeing – initial briefing events.
  9. DNPA – News Releases –

                                                               i.      Half Term Fun on Dartmoor – forwarded to primary school.

                                                             ii.      Alan Kingwell artist exhibition at High Moorland Visitor Centre.

  1. Good citizens – suggestions forwarded to Community News.
  2. Letter from Burrator Parish Council – “Improving parish council participation in the planning process”. They wish to rally support to press the government to allow parish councils to become voting members of the DNPA Development Management Committee. After discussion it was agreed to request details of their experiences which appear to differ from our own.

 

23-2009 Financial report

23.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:

                        Current account - £5127.37

                        Cemetery account - £5614.91

                        Mary Tavy Community News £73.60

            23.2 To authorise payments for January –The following payments were authorised: DAPC - Training £10.00, S Street mileage £4.00,  C Williams postage/ ink cartridge £23.72, C Williams January salary, Ottery Press £90.00.

            Councillor Hill stated that he wished to speak about the grant for the Mary Tavy Victory Memorial Recreation Ground as the trustees had been unable to obtain grants from other sources indicated by Cllr Pearce when the Parish Precept was being discussed last autumn.  As this item was not on the agenda it will be discussed at the next meeting.

24.2009 Cemetery: To receive report from Burial Clerk

            24.1 The clerk had no interments to report. The meeting of the cemetery committee called for Wednesday 21st January 2008 was postponed due to illness and is to be held 10th February 2009.

25.2009 Receive reports from members elected to outside bodies:

            25.1 DNPA Forum – None.

            25.2 Police Authority – None.

            25.3 Southern Link – The next meeting is to be held on the 19th March 2009.  A second question will be put forward regarding roadside litter (Community Plan Action Point 6.1). Any further questions should be forwarded to the clerk for submission before the meeting.

25.4 Coronation Hall – Cllr Downham reported a successful pantomime, Babes in the Wood which raised £1165. Everyone enjoyed it and the talent of the youngest cast members has been particularly commented on. Also a large saving on the water bill has been achieved by the installation of new pipes.

26.2009 Planning

            26.1 To discuss planning applications received – site visits to be held at the following.

            Beechwood Barn, Burntown – Change of use of auxillary annexe to holiday let.

            The old School House – single storey extension for new porch.

            Part Dowerland – erection of lambing shed.

            Blackdown nursing Home – Amenity pond and terrace.

            26.2 To receive notification on previous applications –

            6 Laburnham Villas – extension – conditional consent granted.

27.2009 Summer Fete:  to be held Saturday 13 June 2009. Members to bring suggestions for parish council stand to next meeting.

28.2009 Annual Parish Meeting: To be held on Wednesday 22nd April at the Coronation Hall at

      7.30pm. Invitations to be sent to village organizations to take part.

29.2009 To agree items raised at the January meeting for inclusion on this agenda . Cllr Roe left the meeting at this point.

            29.1 Litter Clean Up Day – Community Plan Action Point 6.2. To be held on Saturday 25th April to meet in the Coronation Hall car park at 10.30 am. All village and village groups invited.  Risk assessment to carried out prior to event and pasty lunch to be provided.

            29.2 Footpath to Mary Tavy Inn – Community Plan Action Point 10.3 – meeting to be arranged between interested parties. If agreement reached Cllr Robins suggested investigating funding available for cycling/walking schemes.

            29.3 Community Action Day – Wednesday 8th April 2009. To be advertised in Community News and to contact Tavistock Times. Cllr Robins suggested contacting Ring & Ride to see if transport can be arranged around the village to help residents. Contact WDBC to see whether school will be involved.

31.2009 To agree the date of the next meeting:

            The date of Tuesday 10th March was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

There being no further business the meeting was formally closed by the Chair at 10.20pm.
