MINUTES OF THE MEETING

Held in the Reading Rooms

Tuesday 9th December 2008

178-2008 Parishioners time:  

No parishioner wished to speak.

The Vice- Chairman opened the meeting at 7.30pm.

179-2008 Declarations of Interest:

Cllr Robins declared a personal interest in 6 Laburnham Villas.

180-2008 Minutes of the previous meeting:

Save for an amendment to 168.3-2008 to amend “grant developments” to “awaiting outcome of grant applications to outside bodies” which was proposed by Cllr Robins and seconded by Cllr Anning, all agreed the minutes of the meeting held on Tuesday 11th November 2008 were a true and accurate record and were duly signed by the Vice-Chairman.

181-2008 Matters arising:

181.1 Bus Shelter – No further response has been received from Highways regarding the upkeep of the shelter. Cllr Marsh is also looking into this matter.

181.2 Emergency Plan – Cllr Roe reported a slow response to the letters sent to local businesses and will follow up missing responses over the Christmas period with an aim to produce a draft plan at the January meeting.  Anyone wishing to be included or with any suggestions please contact Cllr Roe before Christmas.

181.3 Community Plan – A meeting was held on 4th December with Dotty Allen and Robert Plumb of WDBC to discuss where WDBC could assist with action points from the Community Plan.

Action point 20.1 - Cllr Hill requested that the Under 5’s advise the Mary Tavy Victory Memorial Recreation Ground Trust of the type of fence required outside the area of the Coronation Hall.

Cllr Prosser suggested that an update of progress with the Community Plan News be published in the February Community news.

WDBC will be holding a Community Action Day in the village next year when outreach workers will be here and will attempt to address other action points from the Community Plan. Details of when this is taking place and who will be attending will be publicised in the Community News.

Action point 9.3 – Map of walking Paths through the village.  Cllr Robins reported that he has a grant application for funding for pamphlets.

Action point 10.3 Footpath from Mary Tavy Inn to Coronation Hall – a representative of the DNPA is to be requested to attend the next Parish Council meeting to explain the situation regarding the application for funding for this project.

182-2008 Police: - To receive report from PC Reed – The Clerk read out a report from PC Reed;

 2 reported crimes: deception; vehicle interference (a car had its door forced open ).

Incidents reported in the last 60 days include: three concerns for welfare; suspicious caller; criminal deception; concerns about a male’s driving; two broken down vehicles and oil on the road; fireworks in the street; obstruction of the road; hit and run accident. Members wished to congratulate the village for the way the community pulled together to show support and sympathy to Sally  & Brian Edwards at the village Post Office following the criminal deception that occurred there.

183-2008 Correspondence

1.      Freedom of Information Act- new model publication scheme to be adopted by all public sector organisations from January 2009. Standard template to be completed by clerk and formally adopted at next meeting.

2.      Edward Morshead Award – entry form to nominate significant contributors to the National Park purposes of protecting and enhancing Dartmoor. Any nominations to be discussed at the next meeting.

3.      e-mail from DAPC - revised date for Devon Unitary review is now 13th February instead of 31st December.

4.      WDBC letter update re Devon Unitary review and briefing notes - Recession:Support & Guidance for businesses and individuals.

5.      WDBC - Refuse & Recycling Collections over Christmas

6.      DNPA – email confirmation that letters being sent this week to those parishioners affected by the Conservation area. Members wish to ensure that residents with properties/land within the Conservation Area status will be advised how this affects them.

7.      DNPA - Dartmoor What’s On Supplement 2009 – Any local organisations can submit events for inclusion in the guide – by 16th January 2009.

8.      DNPA National Park forum Agenda.

9.      Poppy Appeal letter of thanks – an amount of £705.88 was raised in the village this year.

10.  Digital UK – Digital Switchover Guide.

11.  Royal Devon & Exeter Annual report.

12.  Inland Revenue – Annual Return Online reminder.

13.  DCK Beavers – accounting solutions company (promotion of their services)

14.  Newsletters - West Devon Connect, Devon Talk, West Devon e-connect, Village Green

184-2008 Financial report

184.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:

                        Current account - £6123.30

                        Cemetery account - £5632.12

                        Mary Tavy Community News £193.600

            184.2 To authorise payments for November –The following payments were authorised: Coronation Hall hire £30.00, C Williams postage £3.24, SLCC Annual Membership £82.00, C Williams November salary, T Pearce mileage, postage, stationery £34.15, Grass Cutting £27.00, Ottery Press £90.00, C Williams Burial Clerk.

185.2008 Cemetery: To receive report from Burial Clerk

            185.1 The clerk reported that two burials had taken place in K2 and J4 and an interment of ashes in B15.   

186.2008 Receive reports from members elected to outside bodies:

            186.1 DNPA Forum – No report as no one had been available to attend.

            186.2 Police Authority – None.

            186.3 Southern Link – Cllr Robins reported back from the meeting.  A lot of paper based information was distributed at this meeting regarding Sustainable Communities Act and Clean Neighbourhoods If anyone would like to read this information please contact the clerk.  A further tranche of funds from the sale of Exeter Airport are available for Community buildings (not just village halls). Police Inspector Hammond has been seconded to HO for 6 months.

            186.4 Coronation Hall – No report.

187.2008 Planning

            187.1 To discuss planning applications received

            6 Laburnham Villas – extension – site meeting to be held. Cllr Robins declared a personal interest in Laburnham Villas as a friend

            Box Cottage – tree work – Site visit held – no concerns.

            187.2 To receive notification on previous applications –      None.

188.2008 To agree items raised at the November meeting for inclusion on this agenda.

188.1 Conservation area – already covered in 183.6-2008 above.

188.2 Drains on Gibbet Hill – Cllr Hill advised that drainage improvement works had been carried out at The Mount but there is still further work to be done. An e-mail has been received from DNPA to confirm the works that they have completed. No response has yet been received from SWW re the supply of pipes – clerk to chase.

190.2008 To agree the date of the next meeting:

            The date of Tuesday 13th January was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

191.2008 At this point the Chairman asked if there were any members of the public present that they leave as the rest of the meeting would be held in closed session under Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960. Any decisions made in closed session will be ratified at the next full meeting of the Parish Council.

 

There being no further business the meeting was formally closed by the Chair at 8.30pm.
