MINUTES OF THE MEETING

Held in The Reading Rooms

Tuesday 11th  November 2008

162-2008 Parishioners time:  

No parishioner wished to speak.

The Chairman opened the meeting at 7.30pm.

163-2008 Declarations of Interest:

Cllr Downham declared a personal interest in the Mary Tavy & Brentor Under 5’s and the Pop In, Cllr Prosser declared a personal interest in the CAB, Cllr Street declared a personal interest in the Mary Tavy & Brentor Primary School, Cllr Hill declared a personal interest in the Coronation Hall & the MTVM Recreation Ground.

164-2008 Minutes of the previous meeting:

Save for an amendment to 147.1-2008 to include “SWW agreed to supply piping where needed” and to 150.0 – 2008 to delete “to also send a letter of apology however it felt that” all agreed the minutes of the meeting held on Tuesday 14th October 2007 were a true and accurate record and were duly signed by the Chairman.

165-2008 Matters arising:

165.1 Bus Shelter – No further response has been received from Highways regarding the upkeep of the shelter.

165.2 Emergency Plan – Cllr Roe had a table at the recent Community Plan launch at which some more parishioners have volunteered to be wardens under the scheme.

165.3 Community Plan – Launch was held on Thursday 4th November 2008 at the Coronation Hall with various agencies present and an informative question and answer session with residents.  Members suggested that as action points from the Community Plan are dealt with they should be noted in the Community News so that all can be aware of progress and also to make reference to these points in the Parish Council Meeting minutes.  CCD will advise us of the way forward. The Chairman asked members to each highlight 4 or 5 action points from the Community Plan which should be looked at as priority.

The Chairman asked Cllr Hill to summarise to members the situation regarding the application by a parishioner for a footpath to the Mary Tavy Inn.  Cllr Hill advised that the application made under the Parish Sustainability Scheme did not proceed, as the owner of the field had offered access around the pub and houses, but understandably did not want to have the footpath completely within his field, but to exit at an appropriate point to make use of the wide verge outside of the field.  This was totally different to the statement made by a parishioner at the Launch.  The Chairman also stated that a comment was made at the Launch regarding the site set aside for a new school.  The Headmistress of the school has confirmed that she would be happy for a new school to be built on the land allocated by Devon County Council, and DCC have reiterated that they still intend to use this land for a school.  Cllr Hill suggested that the site behind the Blackdown Garage site would be a preferable site for a school. The Chairman felt that this would be very unlikely due to the cost of dealing with mine shafts and contaminated land at this location.

166-2008 Police: - To receive report from PC Reed – The Clerk read out a report from PC Reed. There had been 1 crime in the last 30 days, a break in to a car but it was also reported that the contents of the post box in Brentor Road was set on fire on the  7th /8th November 2008. Anyone with any information should contact the police.  The Clerk is to contact the DNPA about the handrail on the footpath to Clam Bridge which appears to have been intentionally damaged. Several parishioners have also reported a hazard with near misses in their vehicles whilst exiting the Coronation Hall lane due to their line of sight being blocked by the white van parked on the site of the former Blackdown Garage, it is hoped that a request may be made to the owner to avoid this.

13.  Annual Planning Conference – agenda for information.

14.  DNP Design Guidance Workshop – places restricted.

15.  DNPA – Dartmoor Farmer Forum meeting to be held 13th November 2008. Cllr Hill attending.

16.  WDBC – collating a record of regular events held in the village. Cllr Pearce advised that an outreach service is hoping to come to Coronation Hall in January to provide support & services such as help with claiming Pension Credits.

168-2008 Financial report

168.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:

                        Current account - £6849.34

                        Cemetery account - £5330.55

                        Community Plan Account £0

                        Mary Tavy Community News £63.60

            168.2 To authorise payments for October –The following payments were authorised: Mainly Stationery £12.98, C Williams Postage £8.12, Hepworth’s Web Domain name £10.00, C Williams October salary, Grass Cutting £84.08, Royal British Legion Poppy Appeal £50, Ottery Press £120.00, C Williams Burial Clerk.

            168.3 Grant Requests – The cost to budget report to enable members to consider the Precept requirement for 2009/10 was circulated. The Clerk circulated Grant requests received from Citizens Advice Bureau, Tavistock & District Local Transport Partnership (Ring & Ride), Mary Tavy & Brentor School Parents, Teachers and Friends Association,  Guides Association, Mary Tavy & Brentor Under 5’s, Mary Tavy Victory Memorial Playing Fields, Methodist Chapel for Pop In and Coronation Hall.

Declarations of Personal Interests were made by Cllr Downham in the Mary Tavy & Brentor Under 5’s and the Pop In. Cllr Prosser in the CAB, Cllr Hill in the Coronation Hall & the MTVM Playing Fields, Cllr street in the Mary Tavy & Brentor Primary School,  These members then took no part in the voting on these particular requests.

The high level of grant requests could not be met in full. Following a full discussion regarding the grant requests the following amounts were voted upon. Members agreed to vote on each request individually.

We are awaiting grant developments before decisions are able to be made on the grant requests made by the Mary Tavy & Brentor Primary School and the MTVM playing fields so it was proposed by Cllr Anning and seconded by Cllr Elton that an amount of £750 be placed into a contingency fund until a decision can be made. A vote followed with 6 in favour and none against. Carried.

*Grants to the Guides and Under 5’s were all awarded under Section 137 of the 1972 Local Government Act.

In view of the current economic climate it was felt that the CAB would have an increased need of support so it was also agreed to review the donation to the CAB at the end of the financial year.

Consideration is to be given to paying grants in two instalments as the precept instalments are received.

            168.4 To agree level of Precept 2009/10.

The above grants awarded were applied to the figures circulated in the cost to budget report and showed a Precept requirement of £11,820 for the next financial year. All agreed to precept this amount.

169.2008 Cemetery: To receive report from burial Clerk

            169.1 The clerk reported fees received for burial J9 and that a burial and an interment of ashes will take place on 12th November 2008. The hedge in the cemetery has been cut and further strimming to take place. The clerk attended Morris Bros National Bereavement awareness day.

169.2 Earth Mounds It was proposed by Cllr Street and seconded by Cllr Anning to adopt the decision that was made at the closed meeting on 14th October 2008 for the earth mounds to be retained on graves rather than levelled due to areas of subsidence when the ground settles. A vote of 8 in favour followed - unanimous. Ratified.

170.2008 Receive reports from members elected to outside bodies:

            170.1 DNPA Forum – Next meeting to be held on 28th November 2008.

            170.2 Police Authority – None.

            170.3 Southern Link – Next meeting to be held 4th December 2008. Any items for agenda to be passed to the clerk.

            170.4 Coronation Hall – The pantomime dates have been changed.  Babes in the Wood is now to be held 28th to 31st January.  A new grant application for heating work is being submitted to the CCD.

171.2008 Planning

            171.1 To discuss planning applications received

            Cllr Street declared a personal interest as owner of Box Cottage.

            Box Cottage – Tree work to be carried out.  Site visit to be arranged.

            171.2 To receive notification on previous applications –

            Blackdown Nursing Home – Stables and store – passed with conditions.

            Blackdown Garage Site – 19 new homes including 5 local needs houses (for residents of Mary Tavy) approved with conditions.

            171.3 Road Naming – Further consideration was given to the renaming of the A386 section of Station Road. Cllr Elton proposed Higher Station Road and this was seconded by Cllr Robins.  A unanimous vote followed.  This suggestion will be forwarded to County Highways.

172.2008 To agree items raised at the October meeting for inclusion on this agenda.

172.1 Horndon Clam – Cllr Hill reported to the meeting the condition of the green lane which has now become impassable by quad bike or horse since being washed out by water. Clerk to contact Highways and DNPA and copy in Peter Tavy Parish Council.

173.2008. Christmas celebrations – To be held 29th November 2008. Members to confirm attendance to Cllr Street.

174.2008 To receive items raised for inclusion on December Agenda

175.2008 To agree the date of the next meeting:

            The date of Tuesday 9th December was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

176.2008 At this point the Chairman asked if there were any members of the public present that they leave as the rest of the meeting would be held in closed session under Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960. Any decisions made in closed session will be ratified at the next full meeting of the Parish Council.

 

There being no further business the meeting was formally closed by the Chair at 10.00pm.
