MINUTES OF THE MEETING

Held in the Reading Rooms

Tuesday 9th September 2008

130-2008 Parishioners time:  

No parishioner wished to speak.

The Chairman opened the meeting at 7.30pm

131-2008 Declarations of Interest:

None.

132-2008 Minutes of the previous meeting:

            Save for an amendment to 125.2008; Cllr Street proposed and Cllr Prosser seconded the deletion of All agreed to fund a further item in the Community News.  To be reviewed next month to assess responses from Community News; all agreed the minutes of the meeting held on Tuesday 12th July 2008 were a true and accurate record and were duly signed by the Chairman.

133-2008 Matters arising:

133.1 Beating The Bounds – Cllr Street showed the meeting examples of certificates, a design was chosen and it was agreed for Cllr Street & the clerk to produce these.

133.2 Bus Shelter – We are still awaiting a reply from Highways regarding a sum for the upkeep of the bus shelter.

133.3 Emergency Plan – To be carried forward to the next meeting when Cllr Roe available.

133.4 Dog Bin – The clerk reported that dog bin is now in place at the junction of Carr Road and Bal Lane.  Despite this dog fouling was reported on Carr Road and on the nature walk in the playing fields both these incidents will be forwarded to the dog warden.

133.5 Boundary Commission Report – Following discussion it was proposed By Cllr Anning and seconded by Cllr Robins that a Parish Council response be submitted against the unitary proposal for Devon and this was agreed unanimously.  Individuals may also lodge their comments on the Boundary Commission website http://www.electoralcommission.org.uk/boundary-reviews/all-reviews/south-west/devon/devon-structural-review

134-2008 Police: - To receive report from PC K Reed - PC Reed reported 1 crime of fuel theft

from a vehicle and that this is becoming an increasingly common crime, particularly along the A30 corridor.  There was also an incident where a large black dog attacked a horse at Wringworthy.  If anyone has any information on the identity of this dog please contact PC Reed or the clerk. An abandoned car has also been reported to the Environment Agency.

135-2008 Correspondence –

  1. DAPC AGM – Saturday 27th September 2008 – County Hall Exeter, Book by 19/9/08
  2. WDBC/ DAPC - Removal of BT Payphones – Following discussion it was agreed not to adopt the empty kiosk and to await the outcome from BT.
  3. Hedges – Parishioner request for silt/debris to be manually removed. Clerk to contact Highways. Complaints have also been received regarding the overgrown hedges on Buller’s Hill.
  4. Councillor Achievement Award – Democracy Week Celebrations – nomination form for council or public to put forward a person who has achieved something to make a difference in their community. – nominations to be in by 15th September – contact clerk for details.
  5. CSV Make a difference Day – 25th October 2008- Day for volunteering. Activities can be registered at www.csv.org.uk/difference.
  6. West Devon CVS – Nominations for Officers for Executive Committee.
  7. Tavistock 2nd Guides – Grant request. To be discussed at next meeting.
  8. Parish Precept 2009/2010 request - to be returned by mid December 2008 to WDBC.
  9. Email received from Commoners regarding the comment in July minutes regarding ESA payments and maintenance of the leats – this has been referred to the Environment Agency and will be clarified at next month’s meeting.
  10. Defra consultation on Direct Elections to the DNPA – Clerk to obtain further details.
  11. HM Revenue & Customs – VAT claim processed.
  12. HM Revenue & Customs – Notice of extra Personal allowance 2008-09.
  13. Mary Tavy Historical Society – Thank you letter for grant.
  14. Audit Commission – New Plymouth Office.

136-2008 Community Plan –It was proposed by Cllr Robins, seconded by Cllr Downham. and

unanimously agreed by members to fund an additional £75.26 over the original budget. Members have received positive comments from parishioners regarding the completed plan and pleased that some action points were already being addressed.

137-2008 Financial report

137.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:

                        Current account - £2791.81

                        Cemetery account - £5295.31

                        Community Plan Account £274.74

                        Mary Tavy Community News £233.60

The clerk is to transfer £325.26 from the general reserve account to the Community Plan account, £1000 from the general reserve to the current account, and £430 from the cemetery account to the cemetery reserve account.

An amount of £466.91 has been received in respect of the VAT claim submitted for the financial years 2006/07 and 2007/08.

137.2 Telephone and Internet Banking - Following discussion it was proposed by Cllr Street and seconded by Cllr Robins that the clerk to be able to administer transfers between parish council accounts only by telephone banking. This was unanimously agreed.

            137.3 To authorise payments for September  - .The following payments were authorised –Earth Anchors (Dog Bin) £254.62, C Williams salary July £355.21 & August £355.21, C Williams Stamps/Stationery £41.23, B Wardell Grass Cutting £119.30, G Hill £60.63, T Pearce mileage/expenses July £112.30 & August £84.87, C Williams Burial Clerk salary July £8.60 & August £12.89, Ottery Press July £120.00 & August £90.00.

138-2008 Cemetery – The Clerk reported Mr Wardell had worked hard to cut the grass on the village green and in the cemetery and now this was again under control it was hoped it would be easier to maintain. New Perspex has been purchased for the notice board which was becoming difficult to read due to deterioration caused by the weather. A key to allow access to our right of way to the cemetery has still not been forthcoming and action will be taken to pursue this.

139-2008 Receive reports from members elected to outside bodies.

            139.1 DNPA – none.

            139.2 Police Authority – next meeting to be held Wednesday 1st October 2008 at Tavistock College.

            139.3 Southern Link – Discussions were held regarding the Boundary Commission proposal for a Unitary Devon.

            139.4 Coronation Hall – Cllr Downham reported that the floor had been resurfaced and was looking like new. It was hoped that new doors would also be fitted.

140-2008 Planning

            140.1 To discuss planning applications received

            34 Fellingfield - extension – site visit held –no objections.

            140.2 To discuss notification on previous applications.

            Blackdown Garage Site – This was deferred at the DNPA Development Control meeting as the outstanding information was only received the previous day. There are still some concerns over the drainage.

            Mary Tavy Inn – extension approved but with natural stone cladding instead of timber cladding.

141-2008 To agree items raised at the August meeting for inclusion on this agenda.

            141.1 Blackdown Garage Site – see above.

            141.2 Walking the Leats – Cllr Robins reported on a successful meeting with representatives of the agencies DNPA, SWW, Commoners, the Environment Agency and the Parish Council. Areas of work required were agreed and a course of action agreed.  This meeting is to be held each year at this time. Full notes of the meeting will be prepared.

            141.3 Precept – The notice for grant applications is in the September Community Newsletter and the precept will be discussed at the October Parish Council meeting.

142.2008 To receive items raised for inclusion on the October agenda.

            142.1 Drains

            142.2 Bus Shelter

            142.3 Emergency Plan.

143.2008 To agree the date of the next meeting –            The date of Tuesday 14th October 2008 was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

There being no further business the meeting was formally closed by the Chairman at 9.50pm.
