MINUTES OF THE MEETING

Held in the Reading Rooms

Tuesday 8th July 2008

107-2008 Parishioners time:  

No parishioners wished to speak.

The Chairman opened the meeting at 7.30pm

108-2008 Declarations of Interest:

None.

109-2008 Minutes of the previous meeting:

            All agreed the minutes of the meeting held on Tuesday 10th June 2008 and the planning committee meeting held 19th June 2008 were a true and accurate record and were duly signed by the Chairman.

110-2008 Matters arising:

110.1 Beating The Bounds – To be held on Saturday 2nd August 2008, meeting 9am at Parish Church. Risk Assessment has been updated and passed to insurers. 5 walking sections and 1 coach section (coach kindly provided by CJ Down) Refreshments to be provided at the Willsworthy section.  A flyer is going out in next Community News.  Certificates are to be issued to those who complete the whole route. The Chairman thanked Cllr Robins for organising this event.

110.2 Bus Shelter – Enquiries are being made to establish whether DCC would finance this shelter being maintained at a local level.

110.3 Storm Drains – A meeting was held on Gibbet Hill moor between council members and George Swayne of the Commoners.  There was concern that the drainage leats dealt with by DNPA last Autumn had been filled in when the gorse flayling was carried out.  Situation unlikely to reoccur.  It is the responsibility of land owners and commoners as part of the ESA agreement to keep the waterways clear. Annual meeting to be held each September with various agencies to maintain working flood drainage system for this area of Blackdown.

110.4 School Bus – DCC are still considering options for school bus provision. Acknowledgement received to our letter but no response to date.

110.5 Bridleways – DNPA are to confirm in writing who is responsible for Carr Road.

110.6 Dog Warden – WDBC have confirmed that the dog warden hours are not being reduced. WDBC have reported a problem in the churchyard with regard to dog fouling. The dog warden is investigating.  The dog waste bin has arrived but has to be returned for a second time due to a problem with it.  This should be replaced soon and erected.

110.7 Phone Boxes – A letter is being sent objecting to their threatened removal.  DNPA wish to retain the boxes and have also written. BT will only deal with District Councils so correspondence sent via WDBC.

111-2008 Police: - To receive report from PCSO D Chapple: Foot patrols have been carried out

with speeding drivers spoken to.  Road traffic accident on the A386 above the Royal Standard but driver drove away before police arrived, any information to be passed to PCSO Chapple. The bridge at the bottom of Buller’s Hill has been hit by a lorry and the wall by Kent House may also be damaged. There was concern over the stability of this wall. Clerk to make enquiry to Highways.  Also to query with Highways why has only a narrow strip been cut on verge trimming.

112-2008 Correspondence-

  3. MT & B Under 5’s – Thank you for grant cheque and invitation to visit.
  4. Letter re overgrown hedges sent to Community News. A discussion on the problem of overgrown hedges followed. Highways have Statutory Powers w.e.f. 1st September 2008 to give a householder 7 days notice otherwise Highways will cut the hedge and charge the householder.
  5. DNPA – Survey of Listed Buildings in Mary Tavy. (External survey is being carried out. by a Mr Alan Cheetham.)
  6. E-mails from Lydford PC  re unregistered land.
  7. E-mails re Bus Shelter maintenance funding.
  8. Dartmoor Commoners Council – Elections Results – West Quarter – Mr AH Cole & Mr G Hill.

113-2008 Financial report

113.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:

                        Current account - £3942.40

                        Cemetery account - £5108.68

                        Community Plan Account £274.74

                        Mary Tavy Community News £173.60

            The clerk is transfer £650 from the Reserve Account to the Current account.

            113.2 To authorise payments for July  - .The following payments were authorised :-C Williams June Salary £383.14, C Williams Stamps £5.13, Burial Clerk Salary £15.04, Polaprint (Community Plan Questionnaires) £1439.00, Ottery Press £90.00.

114.2008 Cemetery:

114.1 To receive report from Burial Clerk. – The lower field gate remains locked. Discussions are being held as we have a legal right of way over this land for access to the cemetery.  Meeting was held with the Chairman and the gravediggers to resolve the concerns held over their procedures. Clerk to amend regulations to reflect requirements re plot size. Clerk to ask gravediggers to contact funeral directors direct with regard to the timing of funerals.

114.2 Land for Spoil – The Chairman has spoken with Laura Wotton of SWW regarding land for spoil storage. This matter is still under discussion.

115.2008 Receive reports from members elected to outside bodies:

            115.1 DNPA – None.

            115.2 Police Authority – None.

            115.3 Southern Link – None

            115.4 Coronation Hall –Cllr Downham passed thanks to Cllrs Roe & Robins for their help with the barbecue at the fete. The fete in its new show format had been well received and it is hoped that this will develop further in years to come.  It was agreed to write and congratulate the Hall Committee on a successful fete. .

116.2008 Website and Advertising Rates – A discussion was held on the appropriate rates for advertising in the Community News and eligibility and rates for the website advertising.

            It was proposed by Cllr Hill to charge £10 for an 1/8 page in the Community News subject to space with costs increasing proportionally up to £80 per Page.  This was seconded by Cllr Roe and carried by a majority vote. There were 2 abstentions.  It was proposed by Cllr Elton and seconded by Cllr Street that only parish businesses were appropriate for the website and that local businesses could continue to advertise here without charge. This was agreed unanimously.

117.2008 Boundary Commission Report – The Boundary Commission have made their

recommendation of  a Devon Unitary Authority comprising the county of Devon with no changes made to Plymouth and Torbay. The consultation period lasts until 12th September 2008.  A special meeting of the Parish Council is to be held on 12th August to discuss this. The Chairman requested all councillors attend the Southern Link meeting on 31st July 2008.

118.2008 Planning:

            118.1 To discuss planning applications received   

Blackdown garage Site – comments have been submitted to the DNPA. Following an e-mail from Tetlow King it was agreed to invite them to a meeting on Tuesday 15th July with the Parish Council.

Moorview, Chapel Lane – site visit to be held.

            118 .2 To receive notification on previous applications –

            Miners Dry – siting of temporary mobile home – refused.

            Appeal decision – Stables adjacent to Miners Dry – Appeal dismissed.

118.2008 To agree items raised at the June meeting for inclusion on this agenda.

            118.1 Advertising Rates – already covered -see 116.2008.

119.2008. To receive items raised for inclusion on August agenda

120.2008 To agree the date of the next meeting:

            The date of Tuesday 12th August 2008 was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

           

There being no further business the meeting was formally closed by the Chairman at 10.15pm.
