MINUTES OF THE MEETING

Held in the Reading Rooms

Tuesday 8th January 2008

            PC K Reed. No members of the public were present.

1-2008 Parishioners time:  

No parishioners wished to comment.

The Vice-Chairman opened the meeting at 7.30pm.

2-2008 Declarations of Interest:

Cllr Hill declared a personal interest as a Trustee of the Mary Tavy Victory Memorial Recreation Ground (MTVMRG).

3-2008 Minutes of the previous meeting:

            Save for an amendment to 178.1 Dog Warden Scheme to include “He (Cllr Hill) felt that the Trustees would be in favour of participating in the Dog Warden Scheme.”, all agreed the minutes of the meeting held on Tuesday 11th December 2007 were a true and accurate record and were duly signed by the Vice-Chairman.

4-2008 Matters arising:

4.1 Dog Warden Scheme – The clerk reported that Mary Tavy Parish had now joined the dog warden scheme. Guidance notes 1, 2 & 3 were handed out to members present.  Members of the public can contact the scheme either directly to WDBC, or through the clerk or councillors. The key is good information. The dog warden, Mr Murray Cowley, will at times introduce himself to local dog walkers and ask if persons carry bags and he will also give some out. The clerk will enquire whether the shop would be willing to hold these and dog reporter forms. WDBC are communicating with the trustees of the playing fields and these grounds will be included within the scheme as well as all other areas with public access.

4.2 Community News – Due to illness the meeting of the new production team has not yet been held.  Cllr Prosser to clarify with the current editor who is to produce the February issue and who will be the contact point for future issues

4.3 Emergency Plan – Cllr Roe issued a revised draft to members.  Insurers have confirmed that councillors would be covered if they assisted during an emergency and the clerk was asked to ascertain if this extended to the wardens. The areas within the parish that each councillor would cover were discussed. A map of the parish showing house names will be required and the clerk is to enquire with WDBC about reflective tabards to be worn in the event of an emergency. Clerk to speak with Chairman regarding the letter to be sent to businesses in the area. Cllr Roe thanked those who had returned their questionnaires and reminded those who had not yet completed theirs that there was still a collection point for these in the village shop and would be glad to receive them.

4.4 Unsafe Tree – Cllr Hill having declared an interest as a trustee to the playing fields informed the meeting of the situation and then took no part in the vote. The DNPA Tree Officer, Mr Brian Beesley has advised the MTVMRG Trust that works are required for safety reasons to the beech tree by the changing room in the playing fields.  Mr Beesley is obtaining quotes for this work and the DNPA can provide a grant for 75% of the costs. To assist the MTVMRG with the remaining cost Cllr Prosser proposed that a grant is made from the contingency fund of 25% of the cost of the works up to a maximum of £75.  This was seconded by Cllr Street and a unanimous vote of 5 in favour followed.  

5-2008 Police: - To receive report from PC Reed – PC Reed had no crimes to report in the last 30

days. The last reported crime of damage to the church currently remains undetected and he requested that if any information on this is known that it be passed to him. Warnings have been placed on cars parked too close to the junction in Station Road and laser speed checks have been carried out on the A386.  The flashing 30 sign northbound is not working and PC Reed is to report this.  Cllr Prosser informed the meeting that the television programme “Police, Camera Action” had recently reported on the speeding problems in Mary Tavy.

7-2008 Financial report

7.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:

                        Current account - £5152.98

                        Cemetery account - £4520.34

                        Community Plan Account £1503.74

                        Mary Tavy Community News £300.00

            7.2 To authorise payments for December  - .The following payments were authorised: Audit Commission £158.63, C Williams December Salary £355.21,C Williams salary adjustment £54.01, C Williams Burial Clerk salary £2.21, Ottery Press £160.00.

            7.3 Grant request from MTVMRG Trust – copies of the accounts were handed to all members present and the grant will be discussed at the next meeting.

8.2008 Cemetery:

8.1 To receive report from Burial Clerk. – The clerk reported one headstone inscription.

9.2008 Receive reports from members elected to outside bodies:

            9.1 DNPA –None.

            9.2 Police Authority – None.

            9.3 Southern Link –Cllr Robins advised that parish questions for discussion must be raised in advance and requested that the clerk write to WDBC to raise a question about the problem of Japanese Knotweed.

            9.4 Coronation Hall –Cllr Downham reported that a small loss was made on the pantomime however the Coronation Hall was financially secure and members commended the trustees on their ability to be self supporting.

10.2008 Planning:

            10.1 To discuss planning applications received   

            Field Cottage – proposed alterations to rear roof and walls – site visit to be held.

            10.2 To receive notification on previous applications –

            Silverstone – extension to bungalow approved with conditions relating to double garage.

            Holditch Farm – conversion of barn to provide additional living space approved with conditions.

            10.3 Planning Matters –

            Appeal for the Land North of the Royal Standard has been dismissed.

11.2008 To agree items raised at the December meeting for inclusion on this agenda.

            11.1 Hill Bridge Proposals – Cllrs Street and Prosser reported a vast improvement on the original plans in terms of appearance.  Cllr Roe expressed concern about the heavy works traffic travelling through Mary Tavy and requested that the clerk write to South West Water asking them to consult with the parish council before any decisions are made.

13.2008 To agree the date of the next meeting:

            The date of Tuesday 12th February 2008 was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

           

There being no further business the meeting was formally closed by the Vice-Chairman at 9.15pm.
