MINUTES OF THE MEETING

Held in The Reading Rooms

Tuesday 9th October 2007

144-2007 Parishioners time:  

No parishioners wished to comment.

The Chairman opened the meeting at 7.30pm.

145-2007 Declarations of Interest:

Cllr Street declared a personal interest in the conservation area as her property is within the proposed area.

Cllr Robins declared a personal interest in the land to the north of the Royal Standard as owner of a neighbouring property.

146-2007 Minutes of the previous meeting:

Save for a slight amendment to 135.4-2007 to read “no further action is to be taken at this point by WDBC”, all agreed the minutes of the meeting held on Tuesday 11th September 2007 were a true and accurate record and were duly signed by the Chairman.

147-2007 Matters arising:

147.1 Conservation Area – A public consultation on the appraisal is to be held on Thursday 18th October at the Coronation Hall from 2pm to 7pm.

Councillors have offered to also be there during this time. The Clerk circulated further details on the implications of Conservation Area status for the information of Councillors.

147.2 Speeding – A letter has been received from Geoffrey Cox MP and also the Chief Constable of Devon & Cornwall Police.  It appears that as the accident statistics for this area have fallen that it us unlikely that we will be able to get cameras here, however it was agreed to keep pushing for regular speed checks to be carried out here and for speed camera signs. Inspector Milligan is leaving this area and a letter is to be sent to his replacement, Inspector Hammond, to inform him of our situation and our hopes to continue work in this area.  The Council has worked with Highways, Developers and the National Park to ensure that safety measures will be put in place before the development of the Blackdown Garage site takes place.  All agreed to keep pressing the various agencies.

147.3 Neighbourhood Watch – The Devon and Cornwall Community Watch Association. Have advised they only hold records of 4 coordinators in the village.  Clerk to request, via the Community News, contact from those who are coordinators and also those who have an interest in setting up this scheme in their area.

147. Parish Magazine Article – Cllr Street kindly offered to take over the writing of this article until April 2008.  The Chairman thanked Cllr Prosser for all her previous work.

148-2007 Police: - To receive report from PC Reed – None received. The problem of hazardous

parking close to the junction of Station Road with the main road was discussed. A reminder that all vehicles should be parked 10m away from the junction.

149.4         E-mail re Bal Lane streetlight – Western Power should have serviced this on 2nd October 2007.

149.8      Devon & Cornwall Police Authority – meeting to be held Thursday 18th October at 7.30pm at Tavistock College.

149.9      A parishioner has made contact with enquiries about the problem of Japanese Knotweed on the land adjacent to Carr Road.

149.10  Letter from Devon & Cornwall Constabulary to advise that Inspector Ian Milligan, Sector Inspector for West Devon, is to be replaced by Inspector David Hammond from 15.10.07.

149.11  Letter received from Mr C Down re cutting of trees – to be printed in the Community News. A discussion was held regarding the allegations that the Parish Council had given permission to cut down the trees. Further action is to be taken.

149.12  Town & Parish Standard – September Newsletter.

150.2007 Financial report

150.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:

                        Current account - £7287.22

                        Cemetery account - £4476.41

                        Community Plan Account £1503.74

                        Mary Tavy Community News £120.00

            The second part of the precept has now been received.  All agreed for the clerk to transfer £6000 from the current account and £3000 from the cemetery account to interest bearing reserve accounts.

150.2 To authorise payments for September – The following payments were authorised: C Williams September salary £325.76, T Pearce Stamps £4.08, Reading Room hire(Community Plan)£32.00, R G Hill Cemetery Spoil Clearance £60.00, T Pearce Cemetery Maps £25.00, £80.00 Ottery Press.

151.2007 Cemetery:

            151.1 Transfer of soil – Negotiations are continuing with South West Water Land Agent to transfer spoil from cemetery into the field outside the cemetery.

            151.2 Grave Markers – Some of the markers are loose. Cllr Hill offered to repair them. 151.3 Fencing – deferred until the storage of spoil has been arranged and the existing spoil cleared.

            151.4 Cemetery Deeds – the deeds of the cemetery are now to be stored at the Devon Records Office to avoid bank charges. Cllr Pearce is to speak with John Higman regarding the layout of the burials in the cemetery.

152.2007 Receive reports from members elected to outside bodies:

            152.1 DNPA – Next meeting to be held on 23rd November 2007.

            152.2 Police Authority – To be held 18th October 2007 - 7.30pm at Tavistock College.

            152.3 Southern Link – Waste and recycling were discussed. All plastic bottles can be recycled at milk bottle banks.  Cllr Prosser raised an enquiry about Animal proof bins for households on the moor.  Speeding issue is to be raised at the next meeting. There was discussion regarding affordable housing. West Devon operates a swap arrangement with neighbouring authorities, however within the Dartmoor National Park affordable housing is deemed for local needs.

            152.4 Coronation Hall – The outside of the hall has been painted and is to receive a further coat.  Tony Williams in particular was commended for his hard work.  Pantomime rehearsals are underway for this year’s production, Puss in Boots, with the show in early December 2007.

153.2007 Planning

            153.1 To discuss planning applications received

            Siting of mobile home at Dowerlands Farmland for Farm Manager– Site meeting to be held.

            17 Moor View Conservatory – no objections

            Holditch Farm – Barn conversion – no objections

            153.2 To receive notification on previous applications –None to report.

            153.3 Planning Matters – Blackdown garage Site – Soil samples have now been taken from the site – these were required before the full planning application is submitted.

            153.4 Miners Dry – Appeal re unauthorised stable block is to be held at Princetown on Tuesday 12th February 2008. Clerk to write with member’s objections that this is outside of the Parish.

            153.5 Land north of Royal Standard Inn. An appeal has been lodged by Lewiston Developments over the refusal of planning permission for this field. Cllr Robins declared an interest as a neighbouring property and left the meeting for this item.  Copies of the concerns of the previous Council are to be circulated to members of the new Council.

154.2007 To agree items raised at the September meeting for inclusion on this agenda.

154.1 Dog Warden Scheme - Awaiting the results of the Community Plan questionnaire to gauge public opinion and discuss at the next meeting.

            154.2 Emergency Plan. Cllr Roe is currently reviewing paperwork and unable to attend this meeting. To discuss at a future meeting.

            154.3 Flood Prevention Work – Commoners are to burn out the leats before 1st February 2008, once permission obtained.  Cllr Robins is to work together with the Clerk to contact the various agencies and landowners each year to inspect the leats and ensure all works remain in place.

155.2007. To receive items raised for inclusion on October Agenda

            155.3 Uncut Hedges.

155.2007 To agree the date of the next meeting:

            The date of Tuesday 13th November was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.

There being no further business the meeting was formally closed by the Chair at 10.05pm.
