MINUTES OF THE MEETING

130-2007 Parishioners time:
No parishioners wished to comment.
The Chairman opened the meeting at 7.30pm.
131-2007 Declarations of Interest:
Cllr
Street declared a personal interest in the conservation area as her property is
within the proposed area.
132-2007 Minutes of the previous meeting:
Save for a correction to the date all agreed the minutes of the meeting held on Wednesday 11th July 2007 were a true and accurate record and were duly signed by the Chairman.
133-2007 Police: - To receive
report from PC Reed PC
Reed reported on recent calls to the
area. The Chairman expressed thanks from both the Parish Council and
from the Mary Tavy Victory Memorial Recreational Ground Trustees for his
dealing with the spate of trouble at the playing fields at the start of the
summer holidays whereby playground equipment was damaged by someone. Cllr Roe asked about procedures for reporting
incidents of speeding to which PC Reed stated that any feedback from meetings
such as these would strengthen his case for the continued use of speed
monitoring in the village. A
discussion was held on speeding in the village.
134-2007 Matters arising:
134.1 Conservation Area A public consultation on the appraisal is to be held later this year to produce a final document which should go before the DNPA Committee in January 2008.
134.2 Speeding Cllr
Roe reported on the programme Police, Camera, Actions visit to the area. A
letter from a parishioner has also been received with regard to visibility onto
the A386 when leaving Coronation Hall lane. Clerk to respond.
134.3 Beating The Bounds It was felt prudent to postpone this event due to the unfortunate outbreak of Foot & Mouth. All agreed to reschedule for next year in July or August. The provision of £300 for this event is to be carried forward.
134.4 Equipment Purchase On investigation it was found that unfortunately
it was not possible to purchase a strimmer on behalf of the MTVMRG in order to
reclaim VAT on their behalf.
134.5 Neighbourhood Watch This scheme continues in the village and
now falls under the umbrella of Devon and Cornwall Community Watch Association.
A meeting to set up a Neighbourhood Watch West Devon Forum took place on July 25th
2007.
134.6 Standing Orders were updated to reflect the revision
concerning the length of term of Chairmanship.
135-2007 Correspondence
135.1 Campaign to Protect Rural England Best Kept Village result Mary
Tavy were Runners Up in New Entry Category.
135.2 War
Memorial gravel area untidy discussed alternatives for maintenance. Clerk
to write to School and Youth Club to invite them to send representatives to the
Remembrance Service.
135.3 Letter
from MTVMRG Trustees re spate of criminal damage expressing thanks to PC Reed
for his diligence.
135.4 E-mail
from WDBC re Council owned land at Bal lane and parking of large vehicles and caravan.
As long as these vehicles park without obstructing visibility no action is to
be taken at this point.
135.5 WDBC
Free sandbags available for Parishes. Flood awareness morning to be held 15th
November 07 at Morrisons Supermarket. 10am-4pm.

from Parishioner re build up of silt on A386 virtual footway.
135.7 Tree
Preservation order received re land to the North of Royal Standard (temporary
order was previously in place).
135.8 Family
history request received re mills in Mary Tavy to be passed to local history
group.

notice of withdrawal of 0930 journey from Okehampton Service 86 after 29th
September 07.

136.2007 Financial
report
136.1 Receive report from Responsible Financial Officer - The financial report detailing the following balances was circulated:
Current account - £2237.06
Cemetery account - £4561.41
Community Plan Account £1535.74
Mary Tavy Community News £200.00
All agreed for the clerk to proceed with opening of two reserve accounts for the current account and the cemetery account. A discussion was held with regard to raising a regular cheque for Ottery Press. However the Responsible Financial Officer felt that a cheque should only be issued on production of the invoice.
136.2 To authorise payments for July The following payments were authorised: C Williams expenses £24.95, Mainly Stationery £11.75, T Pearce mileage/expenses £72.68, WDBC election charge £622.37, C Williams July salary £325.76, C Williams August salary £325.76, C Williams Burial Clerk Salary July £1.96, C Williams Burial Clerk Salary August £3.92, Community Plan: A Prosser ink £12.33, H McShane ink £14.25, WI £10, Polaprint £791.50, D Rogers ink £57.99. 137.2007 Cemetery:
137.1 Transfer of soil Negotiations are being made with South West Water
Land Agent to transfer spoil from cemetery into the field outside the cemetery.
137.2 Grave Markers The Chairman thanked Cllr Hill for
installing the grave markers.
137.3 Fencing deferred until the storage of spoil has
been arranged and the existing spoil cleared.
138.2007 Receive reports
from members elected to outside bodies:
138.1 DNPA None.
138.2 Police Authority None.
138.3 Southern Link Cllr Prosser advised that f the Parish wished to raise a Parish question; the issue must be one that is common to more than one Parish, and that the issue has been discussed/highlighted at a Parish Council meeting.
138.4 Coronation Hall Cllr Prosser reported that
the current Secretary will stand down at the AGM. Plans are being discussed for the next fete day in mid June to
increase its profile in the village with a walking parade and produce show.

Blackdown Garage Site Geological survey being carried out
Development Control - DNPA have advised of a change in their procedure. When a site visit is carried out by committee the Applicant or Agent no longer need withdraw from the meeting until the site inspection panel leave the site.
Miners Dry Enforcement Order to remove stables. Appeal has been lodged.
140.2007 Community Newsletter Cllr Elton declared a personal interest as spouse of Editor. The minutes of a meeting held on 14th August 2007 were circulated. The Chairman asked for any feedback that parishioners had given to councillors. All reported positive comments. Cllr Hill suggested that there should be more information on Parish Council activities. It was agreed that each month a small piece would be written on a current issue by a councillor. Cllr Street to liaise with Editor. The current Editor will continue until the end of the trial period in January. Cllr Roe to deal with financial issues and Cllr Street to continue proof reading. Cllrs Pearce & Prosser to liaise to discuss delivery. Cllr Prosser will write the Parish Magazine article in September but someone else to take on in October.
141.2007 To agree items raised
at the July meeting for inclusion on this agenda.
141.1 Dog Warden Scheme. The Parish is currently only one of a few who are not members of this scheme. The Clerk advised the cost is shared 50:50 with WDBC and would be 29 pence per head of population - £267pa. The Warden would visit the parish at varying times. There followed a discussion on whether to enter this scheme or just to purchase Dog Waste bins it was decided to await the results of the Community Plan questionnaire to gauge public opinion and discuss at the next meeting. Clerk to investigate costs of dog waste bins
141.2 Emergency Plan. This would be an action plan in the event of a major emergency. Cllr Roe to review paperwork received with a view for implementation. To discuss at a future meeting.
141.3 Flood Prevention Work The Chairman
reported that work has taken place on Blackdown and Gibbet by DNPA. Storm drains have been cleared and the Commoners
are to clear out leats. There needs to
now be an annual inspection each autumn by the Parish Council together with
DNPA, Commoners and South West Water.

143.2007 To agree the date of the next
meeting:
The date of Tuesday 9th October was agreed for the next meeting of the Parish Council to commence at 7.30pm to be held in the Reading Rooms.
There being no further business the meeting was formally closed by the
Chair at 10.25pm.
